Free speech is not absolute, and sometimes other factors take precedence. Musk owns Twitter now, so he gets to decide when that happens. For example, Musk initially refused to unban Alex Jones, saying he has "no mercy" for people who "use the deaths of children for gain, politics, or fame.". But in December 2023, after a user asked if the ban could be lifted, Musk replied:-
70.1% voted for lifting the ban, so he did.
Exactly; Musk is demonstrably unprincipled; so to attach special significance to the fact that he has said "he likes free speech" is folly. The fact that Alex Jones used the deaths of children for gain, politics, or fame did not change, but the fact that Musk "has no mercy" for people who do that, suddenly - arbitrarily - stopped mattering when Elon decided that he could make a political statement by reinstating Jones.
The poll was rather silly; it's effectively a way of transferring blame for a decision he fully wants to make but knows there might be negative consequences for. "I had no choice; "vox populi". Elon used to do these polls when he was confident he could predict the results; I don't think he does them anymore.
