Maybe they should have pulled over when they were signaled to pull over instead of initiating a 22 mile chase at speeds up to 100 mph.

It's my understanding that the car backfired, which led one of the officers to believe he was being shot at.

That was allegedly what began the chase.

Indeed; then Ram-brelo could've "risked his life" killing them immediately rather than having to drive all the way to the killing scene.

From what I have read, the concensus is that you would have just died sooner. The cops already had the idea fixed in their heads from the start that they had been fired at, their deaths were already decided. Better to run and hope you stay alive.
