The consciousness that is an emergent property of a specific neurosystem is shaped by a combination of the inherited form and structure of that neurosystem, and the experiences to which the neurosystem has been subjected.
"...the physical, inherited characteristics of the brain and the things that brain has experienced..."
From two atomic-level identical brains (were such a thing possible {and it is not ["really"]}) would emerge two personalities that would diverge at the instant their experiences diverged, and to the extent that those experiences continued to diverge.
Because, you know, the "characteristics" of a "consciousness" are determined by a combination of the brain itself and the things that happen to it.
