I think they'll just avoid that by letting people grow their own.
IIRC that's why California never taxed their medical marijuana, under such threats from the feds to prosecute state officials as drug dealers.
And as I pointed out here before there's really not that much money to be made taxing marijuana. People can only consume so much of it (a tiny fraction of what tobacco users consume) and the ease with which it can be grown limits the amount of tax that can be imposed. Colorado's estimate of tax receipts seems pretty close IMHO, but Washington's dreams of billions in tax revenue is pure fantasy.
I think this is a good point, but I also think that most Cannabis smokers only smoke on occasion. And that makes the price kind of irrelevant, if you know you're getting good, professionally grown stuff.
Seven years a ago I married my wife, who hardly ever drinks alcohol.
This caused my alcohol consumption to drop enormously, I used to have cheap wine with my dinner every night.
I realised that since I only drink on occasion, I might as well buy fifty-Dollar bottles of wine, it won't make a dent in my yearly budget.
True, daily smokers will need a cheap source. But a lot of people will buy from a tobacconist or whatever seven times a year.
Still won't make Washington rich though.
