no, laws should be designed for the society in which they will be employed. As should the means of enforcement.

If you design laws so that they can be enforced only in a particular way, say in an unthinking, unfeeling manner by a computer program, then society will not accept such laws, as people are not accepting of that sort of enforcement. It also is a very corrupt means of enforcing justice. Justice is not what a person thinks it should be, but rather what a computer has been programmed to compute it must be.

Wrong, Judges have experience and can deal with multiple cases with a fair deal of accuracy. You seem to be confusing this with major cases which are dealt with slowly. Ever hear of a virus? Lol no, Not when robots are easily corruptible as a somewhat related example I used to use a program that allows one to hack into unprotected computer/ security cameras, it is still available and it doesn't even require a download. How do you figure? Can they like in the case of Captain Chesley Sullenberger react in a catastrophe and land on water or some other unlikely area? Will it be able to calm frantic passengers?
All those arguments you can give for example in bank industry or in airplane companies industry were computer programs used widely.
