The model of EU began to work worse and worse from first 10 - 12 members.Now with 28 members it works very bad.
The model of my union does not depend from the number of equal members because all decision making processes depend from math statistics laws and the laws of creative and anonymity communication between authors and experts.
All developed and developing countries can be the equal members of my union.
The EU is working pretty good at the moment. The euro might struggle a bit, but the EU as a whole does pretty well.
At least we're not subject to some technocratic horror as your proposal.
