I realize language is a barrier here, but what you have basically just said is that you do not want to build a vast empire with headquarters in Israel, but instead want to build... a vast empire with headquarters in Israel. The difference is very subtle indeed.

It's the difference between a "vast empire" and a "great union". Subtle indeed.
