Probably just money. The defense industry is a windfall for contractors. The amount is so huge and oversight so poor that we spend billions on worthless junk (it's not all junk).

Hell, we are buying weapons that the Pentagon doesn't want and doesn't need. DOD does not want to kill the A-1 but they have to make a decision. Kill it or another weapons system (except the tanks they don't need and don't want, we're going to buy them, then store and pay for the storage).
