Yes. Why they'd translate it out of Dutch to send to an ISP in the Netherlands, though, is another mystery.

I guess they think it lends more credence to the message. Some of the mails you receive are in English anyway, e.g., the "mail could not be delivered" messages, wherever you are. And which Chello user recognizes the difference between a mail sent automatically by a mailserver or one hand-crafted by the Chello administrator?
