Not sure what the Saudi leadership knew, but Omar al-Bayoumi was working for Saudi Intelligence:

The new information is he's on video with Al Qaeda operatives "playing paintball" :
Since I'm talking shop, might want to look into our old friend, Abu Zubaydah. He's still at Gitmo, never been charged with anything (officially), but we're never releasing him, or trying him. When we caught him in 2002, we shuffled him through a number black sites, initially fooling him into believing he'd been captured by the Saudis. He sang like a bird, naming a string of Saudis who had, at the very least, knowledge of the 9-11 operation. We made an official enquiry to the Saudis about the names he mentioned, and the Saudis seemed to have cleaned house:
July 22, 2002 — Prince Ahmed bin Salman bin Abdulaziz, 43, a nephew of King Fahd and the owner of War Emblem, which had won the Kentucky Derby three months earlier, dies in a Riyadh hospital, reportedly of a heart attack.
July 23 — Prince Sultan bin Faisal bin Turki al-Saud, 41, dies in a one-car crash on the way to Ahmed's funeral.
Days later — Prince Fahd bin Turki bin Saud al-Kabir, 25, dies on a 55-mile drive east of Riyadh. The Royal Court's official cause of death: “thirst”
February 20, 2003 — Air Chief Marshal Mushaf Ali Mir dies when his recently inspected aircraft blew up in clear weather over the Northwest Frontier, killing his wife and most of his senior staff
The question at this point isn't if Saudis were involved, but to what extent they assisted beyond financing the operation(s). Did the Saudi government kill these guys out of retribution, or to cut off an evidence chain?
In 2005 the CIA destroyed the interrogation tapes of Zubaydah, and if there are transcripts, nobody outside of Langley has seen them. Anyhoo, as we near another anniversary I'm sure the FBI and CIA would like to thank 9-11 Truthers for keeping the heat off their backs for the past 25 years.
The chilling pre-9/11 videos that victims’ families say will finally prove Saudi culpability in court
Two videos kept out of sight for decades could be the key to persuading a court next month that Saudi Arabia was behind the Sept. 11th attacks, and that victims’ families have found enough ev…

The paintballing video was filmed in 1997 or 1998 and shows Awlaki practising combat and wearing military fatigues.
Some of the men are seen charging into battle shouting “allahu akbar” in what FBI agents were later told was training for jihad. The footage of Bayoumi embracing Awlaki was taken in January 1998 and shows the cleric, who was killed by a CIA drone strike in 2011, smiling warmly.Despite this, during remote questioning for the lawsuit in 2021, Bayoumi claimed he had never met Awlaki.Ten days after 9/11, Bayoumi was arrested in Birmingham, where he was living with his family, by the Metropolitan Police’s Anti-Terror Branch special operations team.
He was held for seven days, and officers found a trove of evidence at his home, including the names of more than two dozen Saudi government officials.
