That works best when everyone has sufficient shared interests. Not sure that is the case in all places.

I think we will see what often happens in a power vacuum, those most willing to do what it takes will rise to the top.
 
Sadly, right now in the Arab world -- and also more widely in the Muslim world -- with some exceptions (Jordan, perhaps Turkey), the two available forms of government are an autocratic, corrupt kleptocracy, or else a murderous Islamic theocracy. Democracy isn't in the cards.
 
Democracies don't create good societies, good societies create democracies.
