Well, when you look at the news today, it sure looks like it. Nagin is cavalier in his disregard for warnings from the feds, including FEMA and the office of the president himself, to hold off on re-opening New Orleans.
This in spite of the lack of any reliable potable water source, and of course, the very real possibility that Hurricane Rita could very well be knocking on New Orleans' door in a matter of days.
Let's hope the citizens of New Orleans have more brains than their honorable mayor.
Nagin announced the plan to repopulate New Orleans on Thursday, offering the optimistic prediction that about 180,000 residents -- about a third of the city's population -- could return by the end of this week.
