I don't think you have to be famous to start a cult. It just takes the right sort of sociopathic personality with a bit of charisma.
Then how did he get famous enough to start Scientology in the first place?
John W Campbell and AE Van Vogt should bear the cross of setting Hubbard on his despicable way. Campbell for providing all the free publicity for the launch of Hubbard's pseudoscience, "Dianetics" and AE Van Vogt for letting Hubbard rip off his fiction. Without those two Hubbard would never have had the impetus to launch scientology.
