Pondering the article: I am trying to understand the UN Sec Gen's vocabulary. How is clean water a human right? It's a far more mundane matter, which is sound infrastructure, industrial processes, and water resource management. Nothing so esoteric as a right.

Infant mortality: numerous causes, no further comment, other than to agree with UN Sec Gen that water supply/sanitation may be related to infant mortality.

Not really, since the embargo is still underway. If it is, as alleged, a blockade, I'd have hoped there'd be a clear determination regarding a state of war to go along with it, but maybe things just aren't that simple.
