Look at it realistically: you can't beat the government at its own game because the government makes the rules. It can just change them, or add more, if necessary. Worrying about this sort of thing -- or planning to attempt it-- is buying into the same sort of magical thinking that those wacky "sovereign citizen" people believe in: that somehow, some way, if you get the wording exactly right you can trick the genie and get your wishes without consequences. But you can't. The genie has the power, and there's no way to compel him to act against himself. The house always wins in the end.
