Design on a webpage describes the graphical "language": Color schemes, shapes of buttons, bars, looks of menus, etc.
Usability is e.g. where to put what controls when. When in the process of selling a product do you ask for personal data?
There's a lot more to it, of course, but I hope you get an idea what it is.
