Well Jimbob I think Math is not spelt 'Maths' but that aside, my question 'by who's reckoning' is not answered.
'By the reckoning of math' is not correct, if indeed math is 'the language of the universe' it is translated by the minds of those who are able to recognize it.
To thus claim that math reckons half the population is stupid is to say that math is able to determine what stupidity is.
Can it also reckon for us 'how can the world forgive Germany?'
You're still not getting it. Nobody said half the population is stupid. The statement was that half the population is below AVERAGE intelligence. Averages are a mathematical analysis of a sample size. By definition, half of a distributed curve sample set is Below Average, and half is Above Average.

Large variances can skew the data, and most biological data is skewed to the left (there are generally more small-number things than high-number things, regardless of what said number represents). Also, as I understand it it's "math" in America and "maths" across the pond. Both are correct, just as "me" and "moi" are both correct.

Unfortunately the comment was made in relation to stupid acts, which then implied that stupid acts are done by 'below average' intelligence by 'someone's reckoning' - Rather than presume it was by the reckoning those of 'above average intelligence', I felt it prudent to ask.

Nonsense. It's been widely reported for generations that President Eisenhower was shocked to learn that half the US population was of below average intelligence.
