Nagin cites concern over Tropical Storm Rita
NEW ORLEANS, Louisiana (CNN) -- With Tropical Storm Rita nearing hurricane status off south Florida, New Orleans Mayor Ray Nagin has halted the return of residents to his storm-ravaged city.
Nagin said his city's levees and flood walls were weakened by the August 29 impact of Category 4 Hurricane Katrina, which left many neighborhoods on the eastern side of the Mississippi River under water.

At his news conference, however, Nagin bristled at Allen's second-guessing of his plans to allow residents back in.
"The admiral's a good man, you know, and I respect him," he said. "But when he starts talking to citizens of New Orleans, that's kind of out of his lane. You know, there's only one mayor of New Orleans, and I'm it."

Tricky said:Houston has a big advantage over New Orleans in that it is further inland, above sea level, not situated shoreward of a gigantic lake, not sticking out on a delta, and it is a much "newer" city, meaning not so many historical (read: "dilapidated") buildings.
Nevertheless, I'm evacuating tomorrow night. Hope my house is here when I get back.

Just when Rita when past the Florida Keys, there were plenty of people staying behind, on the basis that they never evacuate.
The question is, are coastal towns viable? If the precaution is taken to evacuate every time a hurricane threatens, then I don't believe that many areas would be. There are several more years of this to come, if it is just a 'normal' cycle, or it won't be ending, if global warming is a factor.
