"Franklin wants to create a Uterus Police to investigate miscarriages, and requires that any time a miscarriage occurs, whether in a hospital or without medical assistance, it must be reported and a fetal death certificate issued. If the cause of death is unknown, it must be investigated. If the woman can't tell how it happened, than those Uterus Police can ask family members and friends how it happened. Hospitals are required to keep records of anyone who has a spontaneous abortion and report it."

If you can't explain it, you go to jail. Nice, huh?

Who keeps electing these screwballs? Sure, this is just a state legislator, but, you know, those guys can sometimes get out of the bush leagues.

A driver's license is another government mandate Franklin would do away with in HB 7. Franklin says since the right to travel was enshrined in the Magna Carta in England in 1215, "licensing of drivers cannot be required of free people because taking on the restrictions of a license require the surrender of an inalienable right."

Wow-- the best part is Section 2.23:

No portion of this Act may be found to be unconstitutional by the federal courts as they lack the subject matter jurisdiction to instruct this state how or whether to prosecute certain crimes.

I'm pretty sure the issue of federal subject matter jurisdiction is not one over which state legislatures have final authority.

I was personally wondering if Law and Order: SVU ending had to do with the creation of this bill. Dick Wolf is just way farther ahead of the curve than we thought.

Bobby Franklin is from Georgia House District 43, which is in the northeastern corner of Cobb County. That puts it not far from Atlanta, so I would expect it to be better than this.

This quote is from his official biography:

A graduate of Covenant College in Lookout Mountain, Georgia, Representative Franklin earned a degree in both Biblical Studies and Business Administration. Bobby is an active member of the Reformed Presbyterian Church.

His alma mater bills itself on the title banner of its homepage as "The College of the Presbyterian Church in America" (PCA), but more precisely it is "grounded in our Reformed theology and worldview". From that statement, they link to this version of the Westminster Confession of Faith, on the site of the Presbyterian Church in America, which is the name of a specific subset of Presbyterians and is not to be confused with generic use of those words. It seems that they are a species of Calvinist Puritans who have not gone along with other, liberalizing trends within mainline Presbyterianism (the Presbyterian Church (U.S.A.)), which is what I always thought Presbyterians were.

More specifically, Franklin's biographical statement says that he "is an active member of the Reformed Presbyterian Church" but doesn't specify which one, since there are several. According to an article in the Marietta Daily Journal, Franklin attends Chalcedon Presbyterian Church. This is a part of a tiny denomination that separated from the PCA in 1983, called the Reformed Presbyterian Church in the United States (RPCUS). They are biblical inerrantists, and subscribe to the unrevised Westminster Confession. This means that, among other things, they think the Pope is the Antichrist. I wonder what Franklin's Catholic constituents and neighbors would think of that.

The same article notes that no one ran against Franklin in 1996 in either the primary or the general election. Maybe that's a major part of the problem right there.

The tiny RCPUS is more conservative than the much larger PCA, but even so they don't appear to be too far from each other in terms of the vast majority of religious, social, and political doctrine. Even worse, the PCA has been home to many U.S. theocrats.

Such figures include Christian Reconstructionist Gary North, as well as Dominionist Marvin Olasky, D. James Kennedy of Coral Ridge Ministries, and South Carolina Senator Jim DeMint. Even Francis Schaeffer was part of a Presbyterian sect which merged with the Presbyterian Church in America in 1982.

It's also worth noting that DeMint's Wikipedia entry notes that he is simply a "Presbyterian", but doesn't specify which kind. His official bio doesn't mention his religion at all. People should look into these details more often.
