Wouldn't that just empty the oceans and then re-fill them. It doesn't explain the extra water required to cover everything and where it went afterward.
There is something like 4 times as much water under the ocean than it. The reason subduction occurs is the ocean floor rock becomes saturated with water. The extra weight then drags the ocean floor down. Find a fault and all that water is being recycled back into the mantle.
So while there are other issues to be dealt with - The volume of water needed is not one of them
