I've some experience with mental illness; both personal and observational; and his behaviour as presented in the biography, court cases, newspaper articles, etc. strongly indicates mental illness to me.

Interestingly; I used to know someone very similar to Phelps. He was almost a psychological twin; except that his focus was paedophiles and "drug pushers" (and he didn't have a family to abuse). He was certified mentally ill. He was also a lawyer, and was also disbarred for various irregularities. All of which is a matter of public court record.
 
Phelps isn't even as deep as dear Gene. At least The Cube!<sup>TM</sup> has three dimensions; Phelps is purely one dimensional. ;)

Both Phelps and Gene "Timecube" Ray together are not half as nutty as David Merrill, a man who, among other things, named his motor scooter as a plaintiff when he sued Jesus Christ , the jewish sanhedrin, all 50 states, and so on, for zillions of dollars (although, as he explained, he wasn't suing that Jesus Christ, so it's so unfair to say he's crazy) and invented the "zionist cancellation algorithm":
