firemen at pay phone

Just so you know, the "fireman" at the pay phone wears a shirt that says "POLICE US INS" ;)

,, or a large but unstable part of another WTC structure that had been heavily damaged by WTC 2's collapse. (assuming that the time period is between the two tower collapses. If after WTC 1 going down then it could be a large piece of WTC 7.)

A fire fighter would probably be expecting something to blow up and would want to see what it was. A cop's first reaction would probably be, as he is trained to do, to take cover and see where the threat was. These guys do not even seem curious, as they talk with the fire fighter in the street, as to what the hell had just happened.
