You misunderstand.

I'm asking how roads built and owned "by a community" are functionally different from roads built and owned by local or even federal governments.

Local governments, maybe not so much. But when you get to state and Federal governments, they're as different as night and day. Look at how many problems and delays you get the more levels of government get involved.

I can't imagine it's any worse than if a bunch of local communities got together to build an interstate highway.

I don't mind if communities get together and build an interstate highway as long as membership of the community is voluntary.
