There are MANY ethical dilemmas to studying them.
Why an ethical dilemma? Nicotine is already available over the counter as a patch or gum. I presume that inhaling is a faster-acting delivery system than gum or patches, but smokers are already doing that. I don't know why harm reduction would be considered unethical, but I am not in that field.
I found a very bizarre study that indicated that low-dose nicotine accelerated wound healing in Japanese mice. Definitely the mice were not smoking though.
