A cause is the set-up which brings about the effect.
If you wanted to set things up so that an object fell, then the set-up wouldn't simply be gravity.
You would have to give the object room to fall. You would have to make sure the object was not bouyant. Otherwise you will not get the effect.
And if a rocket is lauched with escape velocity, then gravity is still acting on it, but few people would say it is falling. It may be decelerating, but it is still moving away from the Earth.
