The Israeli authorities declined to attend the inquest.
The inquest heard that the Israeli authorities claimed the sniper had mistaken Mr Hook's mobile phone for a pistol.
Dr Hansen showed the jury photographs of where the gunman was positioned and said: "It is fairly difficult to imagine how a small mobile phone could be mistaken for a gun."

So, there was no defense put up by Israel, not really surprising that the ruling went against Israel. More of a show trial really, wasn't it?

And FWIW, after a high-speed chase in March '05 here in Chicago passenger LaTanya Haggerty was shot and killed by police after her cell phone was mistaken for a gun. The cop was fired, but no criminal complaint was filed. This was from a distance of only a few feet away, I assume the sniper was much further away in far more dangerous and chaotic circumstances.

( I especially enjoyed reading the testimony of Ms Butterly, who I heard got herself shot also in Jenin during that time while trying to confront the IDF during combat operations ).
