His resume smells legit to me. It says he was prior enlisted, and went to infantry OBC in '83. Apparently he also had a 9 year break in service from 3/93 to 5/02. So it's not a surprise to me he retired an O-3.
Of course, his letter to Senator Cornyn is still full of alarmist woo.
Overall his resume reads as legit to me as well. From his Facebook page:

There's a paranoid screed posted to Facebook by a Capt. Terry Hestilow based on a letter to Sen. John Cornyn. The basic premise is that DHS's recent purchase of "3000" MRAPs and 1.6bn bullets is part of a scheme by the President to impose ...martial law. The problem with this conspiracy theory is that it's based on a lie (the MRAPs) and a ignorant distortion (the ammo).

The MRAPs are being purchased by the Dept. of the Navy for use by the Marines. DHS does use 16 for high risk warrents, but dozens of jurisdictions across the country use armored vehicles for such a purpose.

The 1.6bn bullets are for training and use the myriad components of the DHS (Border Patrol, ICE, TSA, the Coast Guard, Secret Service and the Federal Law Enforcement Training Center). The total number is an attempt to buy in bulk and represent the maximum, not what they will buy. Further ~320m bullets is 1/2 of what the peacetime DOD used in 2000 and many less than the 1.8bn it purchased in 2005.
