Deer Whistles

I used to serve as the claims officer for my post when I was in the army. I had to review all the claims against the army that people submitted for their damages. We got a lot of claims for damage to cars caused by collisions with deer (and cattle too).

Claimant: "But it was a government deer!"

Me: He he. "Ummm...sorry, no."

Me: "OK, now that he's gone, has anyone heard from Agent 99 lately? His code name was 'Blitzen.'"

Generally, you can see deers in the ditch, their eyes reflect. Little glowing orbs by the side of the road.
 
Is there anything special about the sound that the deer whistle makes? Is it just a sound it makes when the motion of the car causes the wind to blow through it? I'm not sure how it's designed. Is it a little more complicated than just a basic whistle? I know that they're very small compared to a regular whistle. Does it make a difference to the deer whether it's a high or low pitched sound that causes the deer to stop dead in his or her tracks just to listen? I know hunters use special noises to attract game but are we trying to distract or attract the deer? I don't really understand how they work either.

I was looking at one of these in a Wal-Mart and just for kicks blew as hard as I could through it. All the deer left the store. As if that wasn't weird enough, I sucked on it (on hindsight I could have blown in the other end) and a bunch of deer came back in.
