I first saw Shayler interviewed on a Alex Jones/Prisonplanet Video. This Shayler here looks like he has lost a lot of weight? Is this the same guy?

Was he imprisoned after the AJ video?

He doesn't sound so wacko on the AJ video, so if that's him now, someone has certainly made sure he is now totally out of his mind.

He was imprisoned in 2000, so the AJ video is definitely post-imprisonment. The wackiness from whence this video emerged didn't begin until this summer. He's on a downward spiral.

Oh, and the only person to blame for his mental state, the only person who "made sue he is now totally out of his mind" is David Shayler himself - he's admitted that most of his revelations come from heavy LSD and psylocibin mushroom use.
