Consequences of crime; best treatment?

A person is convicted and will do time in a correctional facility and will be released.
What is the best time spent to minimize relapse in crime?

My suggestion is sensory deprivation; restricted environmental stimulation therapy. A dark cell with no sound for 23 hours a day, one hour to meet victims, psycholigist or priest.
This would shorten prison time and be both terapeutic and deterrent.

What'ya think? Am I a modern day dr Mengele?
 
The Canadians seem to do well focusing on rehabilitation judging from their low recidivism rate.
