I can accept the criticism on the not being funny part, but the comic wasn't in any seriousness. I am well aware the events I placed in the comic did not transpire.
And, as always, it's sometimes hard to distinguish satire from actual belief.
As to the lack of funny, it needed a punchline at the end. It basically read as a normal bureaucratic conversation; nothing really funny about it. Just needs a little kick though; it's entirely possible to make something like that funny if you choose the right words and setup. Keep at it.
I took it as a satirical take off of truthers delusions.
Most of the comics here play that way. Satire, It explains why some people don't get the humor in the comics. If you take it literally you will never get it. If you don't, you can probably see it for what it is.
