You see, he has agents that work for him that do those sorts of things. They unanimously agreed that Hillary should face no charges. I guess that means they are all corrupt and in Hillary's pocket, yes.

He specifically said in his testimony in front of the House that she did not commit a crime. Or at least they couldn't prove that she committed a crime. There were no dissenting opinions among the agents/prosecutors that investigated the case. That's why they are not prosecuting her.
