My guess is that Hawley does actually know better, it's just too simple a concept for him to be misunderstanding it so badly. But I think he also knows that the political base he's aiming for- the Trump supporters who will need a new Trump to rally behind- won't know any better, and this is a hook to catch those simple fish.

I am puzzled how a graduate of Yale Law School, which is neck and neck with Harvard as the best law school in America could have such a poor grasp of the First Amendment.

It's the same with Ted Cruz. What they actually know or believe is irrelevant. They will argue anything that they think is prudent, regardless of any principle.

Their words tell you nothing about what they believe.

IMO, Hawley would be far more dangerous than Trump.
