Bush to Obama, "There's no room in the Inn".

Browsing the Blair House's website, they have a list of notable guests. It appears that W, his wife, and his parents stayed at the Blair House before his inauguration.

It's up to Bush, of course, but this does seem a tad dickish to me.

No one has said Obama can't stay there before his inaugeration. He just can't stay there as early as he would have liked.

Nowhere does it say that it can be used for other purposes. (Govt accounting, like non-profit accounting, uses fund accounting. The various funds have to clearly state if they have a restricted purpose or if it they be used for any general purpose that falls under the entity's reason for being incorporated.)
Your claim, you prove it. i can't prove a negative, but it should be easy for you to show that only foreign dignitaries are allowed in the Blair House if that were indeed the case.

So it's one bit of evidence against the Bush's claim as to what the tradition is.
This doesn't even make sense. The tradition is that the president-elect can stay in the Blair house. It isn't that he can stay there as early as he desires.

Its true that I don't have access to the complete list. However, every link shows that the tax payer money expended for the purchase and maintenance of the Blair House is for the purpose of foreign diplomacy under the USA State Department.
If I showed you a list of my winning football picks would you assume I never lost?

IRS law. Not all gifts are tax deductible.
Which proves what, exactly?

Not convincing against all the other links.
What other links? You have shown zero, nada, zilch as far as evidence goes that the Blair House is to be used exclusively for foreign dignitaries.

That was illegal. And I read your posts on Blago, so I know you know that. :)
Maybe, maybe not. But it was definitely tacky!

And did you see the Cornell Law link in my last response to you? All funds received to use the Blair House must be credited to the appropriate appropriation account of the Department of State. I'm sure that legally any funds received to use the Lincoln Bedroom should have been accredited to an appropriate government account also. It was illegal to raise money that way for the Democratic National Committee.
Any evidence Bush used the Blair House for fundraising events?

No, it's a piece of evidence against the Bush's "it's tradition" statement.
How so? According to a CNN correspondent:
Elaine Quijano said:
Blair House, which incoming presidents traditionally occupy 5 days before inauguration day on January 15, is apparently booked in the early part of January.
5 days is the tradition, not "whenever he wants".

No, it doesn't. A spokesperson for the Bush's refused to say how the Blair House will be occupied. The Blair House said that the complex would not be used by foreign dignitaries between now and the end of the Bush term. They also said that they are ready for the Obama's at anytime, but they don't know when they will be arriving.
It is not limited to foreign dignitaries. You keep making this claim, yet have provided no evidence for it.

Everything on the the Blair House's web site indicated that it was acquired and funded for purpose of helping the State Department in its foreign policy work.
No, it doesn't.

The Cornell Law extract of the US Code supports this as well.
Nope.

In addition, the Blair House web site shows that their facilities have been made available to president-elects and past presidents.
And Bush is making it available for Obama. Just not at as early as he'd like.

Your turn. Show support that government property, outside of the personal residences set aside for the president and vice president, can be used for personal reasons not related to government business.
How do you know it's not being used for government business? There is other government business besides hosting foreign dignitaries. For all you know he's having his parents over one last time.

Haven't you ever heard "the exception proves the rule?" All you need to show is a single guest who was not a president/former president or foreign dignitary to prove the claim incorrect. Kaylee, on the other hand, would need to find a list of everyone that has ever stayed there. I'd say your task is easier than hers, and since she has posted official links to support her claims and you have not that the onus is on you to refute her case.

I think I did prove that the Blair House is restricted to foreign dipomacy under the State Department* using deductive logic. BTW, read again what I said about fund accounting. When was the last time the Supreme Court just grabbed space from the CIA, and the CIA grabbed space from the the Treasury Dept. under the reasoning that everything funded is govt. business?

In regard to the CNN correspondent, I think he was either quoting the Bushes or taking their statement on face value without vetting it. That's why I brought up the fact that the Clintons moved in on Dec 7th. That disproved that January 15th move in "tradition" date.

I'd give more examples -- but the other move-in dates being cited on the web ( Eisenhower (shortly after the election) and the Reagans (early January IIRC) ) are not providing any sources that I can link to.

* The exception to the Blair House being used for foreign diplomacy under the State Department is accomodating future and past presidents. That is a stretch, but its a documented one. Since visits by past and future presidents are rare but yet can have a direct impact on foreign diplomacy -- I would agree that there is a certain amount of logic under that stretch.

But FWIW, in the future, past presidents will be accomodated at the Towbridge House according to the Blair House splash page.

My issue with how the Bushes' handled the Obama's request is that they appeared to be acting like dicks. The Whitehouse spokesperson gave a reason that didn't hold up under the slightest bit of questioning or logic. I don't think that this is a matter that should be left up to a president's whim for what I think are personal reasons.

That's why I said that I think it would be a good idea for Congress to pass a law (and not rely on anyone's interpretation of "tradition" ) and arrange to have future presidents and vice presidents accomodated at a secure location in the DC area shortly after the national election. I originally said November 5, but I think something like November 12th would be OK too. The Blair House is ideal, and during the transition time between presidents, foreign policy isn't usually being conducted anyway.

Funds have to be expended to maintain the Blair House anyway. The president and VP have very high security needs for themselves and thier immediate family. It would be easier for the Secret Service to carry out their duties at a secure place like the Blair House.

I don't know if Bush is intentionally being a dick but it smacks of political tone deafness at best.

According to the wiki article "Blair House is primarily used to house foreign heads of state visiting the president, but it has also been used for domestic guests."
http://en.wikipedia.org/wiki/Blair_House

I don't see Obama claiming otherwise.

And at any rate, this NY Times article offers a clue as to what it is being used for:
But Blair House, the official said, has been booked for “receptions and gatherings” by members of the outgoing Bush administration. Those receptions, the official said, “don’t make it suitable for full-time occupancy by the Obamas yet.”

A Wikipedia article is only as accurate as the people who created the article are. And besides, everyone is in agreement that the Blair House has been used to host past and future presidents -- they would qualify as domestic guests.

And at any rate, this NY Times article offers a clue as to what it is being used for:

Doesn't neccessarily make it right. As you pointed out, the Clinton's rented out the Lincoln Bedroom for political donations and that certainly wasn't right.

Also the Blair House is a compound consisting of 4 townhouses and over a 100 rooms. In an earlier post, a spokesperson for the Blair House was quoted as saying that the area the president-elect and his family would use is isolated from the other areas of the Blair House.

If you think it's being used for illegal purposes why don't you file a complaint with the US Attorney? Seems you have an open and shut case, the White House even admits it!

One commentator even said that the Clintons moved in on December 7th.
As it turns out, this isn't true.

Clinton didn't stay at the Blair House at all:
In spurning the luxury of a government mansion for a luxury hotel, President-elect Bill Clinton may be making a point, but he won't save the taxpayers any money.

In fact, his decision to stay at the Hay-Adams Hotel instead of Blair House will cost more because of the additional Secret Service protection needed, said State Department officials who operate the Government mansion, which usually houses visiting heads of state.

...Instead of Blair House, the Clintons will occupy the Presidential suite at the Hay-Adams -- two bedrooms and a sitting room overlooking Lafayette Park and the White House -- which normally goes for $1,175 a day, said Corrine Walsh, the hotel's spokeswoman. That does not include meals and extra amenities.
Gotta love the NY Times archives!

Indeed! :)

But the article is dated November 18, 1992 and the Clinton's signature in the Blair House guest book is dated December 8, 1992.

So ... it looks like they changed their minds and did end up staying at the Blair House.

I found this interesting though --

When asked to comment, Ms. Myers said: "We're not trying to make a political issue about any of this. We inquired about availability and cost. We have a very limited budget." The Government has set aside $3.5 million for the transition.

I'm trying to make sense of that quote. (Can be dangerous to do with politicians and their spokespeople -- I know.) It looks like at one point the Clinton Transition team thought they would save money if they stayed elsewhere.

This also helps make sense of the apparent exception of the past and future presidents staying at the Blair House which is intended to be used for foreign policy purposes.

Obviously they can, but they need to pay for it. That is the State Department funds get reimbursed by govt. funds set aside for the presidential transition.

Just because they signed the guest book doesn't mean they stayed there. I couldn't find anything in the archive to indicate they actually stayed there overnight, just that they had meetings there. Not really relevant to this thread though, I just thought it was interesting.

The cynic in me says Bill thought it would be easier to sneak off into a cute young staffer's hotel room at the Hayes... :p

That's possible.

Well, at least people weren't selling clocks to count down the minutes left in his presidency

I beleive Rush had a countdown of Clinton's days in office calling it "America Held Hostage." It appears such idiocy is not confined to Limbaugh.

Is it possible?

I've been wondering about the timing of this story. Is it possible that this story was planted by the Obama Transition team to get the MSM to report about something else other than (or at least in addition to) who on the transition team might have been cooperating with Blagojevich? At least until they had finished their internal review and were ready to issue a formal statement that no one on the Transition Team had any "inappropriate discussions" with Blagojecvich?

After all, the Obamas appear to be extremely organized. Barack Obama certainly ran a very well organized campaign. And the transition appears to be going very well also.

What are the chances that the Obamas just now decided to start thinking about where they will be staying in the beginning of January? They knew where their children would be attending school since November.

Maybe I'm giving the Transition Team too much credit -- but right now I say this was a planned distraction.

What I liked about Rush's "America Held Hostage" countdown is that it incorrectly assumed that Clinton would not be re-elected. At least, the one that appeared Jan 21, 1993 did.
