I was about to post this. I remember the media mentioning the presence of Sandy Hook families the very day of the bombing.

I'm no expert in facial recognition, but from the crappy video here is what I saw.

Differences:
Hair color
Hair style
Eyebrows
Nose
Voice

Similarities:
Chin
Both wore glasses
Both were women

I'd guess they are not the same woman.

Well if we consider that:

- there were probably a couple thousand people near the explosions
- probably about 80% were from Metro Boston
- nearly 1% of that area's population lives in Watertown
- all or most of that very small town would've been in earshot of the shoot out

I'd expect a few people saw one and heard the latter. The coincidence if indeed it is the same woman is that she was interviewed by TV reporters about both but some people are attention seekers.

Why would the reporters go to that trouble? Who asked them to? Going by a post made after yours you are unlikely to provide a link to support these claims though.

PS according to Hopsicker he graduated from Duke Law School in 1998. Not a very reliable source but it fits with him being in NC in the late 90s.

Not sure what is the unevidenced claim there, but unless Mr. Fuller is totally mistaken of where his daughter and son-in-law lived and where he visited them, it seems logical that Ruslan Tsarnev has lived both in Maryland and in Central Asia, and has moved back to Maryland where he currently lives in. I guess conclusive evidence of that would be the official records.
