In view of my post above, explaining how if Jeff Bauman wasn't injured in the bombing then 100+ people at a minimum must be in on the conspiracy -- why are you even asking this question?

Yes, the idea that there could be a wheelchair at the ready anywhere in the vicinity of the finish line of a marathon in which we know at least one septuagenarian ran (because he had just arrived there when the bomb went off)--totally beyond the pale. What a sheep I've been! Really, all I can say is

Of course if he was in a wheel chair when the bomb went off removing the lower half of his legs I seriously doubt the wheelchair would still be functional.

I have run the Boston Marathon myself around a dozen times or so, and I can personally verify that wheelchairs are a common sight at the finish line, kept at the ready for whoever may need them after running 26+ miles under often-trying conditions. In fact, I nearly needed one myself on one occasion, when the temperature spiked and I cramped up very badly (so badly I actually hallucinated). The only reason I made it to the medical tent for treatment was because my friend Dom helped to literally carry me there. By the way, Dom also happened to watch this year's race; he was standing with his daughter in the stretch between the first and second bombs and witnessed both of them go off. So any conspiracy that the bombings didn't actually take place as reported will have to include him as a co-conspirator.
