Yes, they both are slurs against particular races of people. However, since you are convinced that "wetback" is not a racial slur, can you give me an example of a "real" racial slur?

There are no words that are real racial slurs. It's all about how words are interpreted and who's doing the interpreting. The "real" slur is in the intention behind the word.
 
Context does play a big part in the meaning of a word. However, wetback is exclusively used to describe mexican immigrants. It is a racial slur by definition.

By definition it is NOT racist because it does not refer to an exclusive race. It doesn't even refer to _a_ race. A nationality or religion is not a race
