I got an email from a friend of mine who works in Ron Paul's legislative office. He told me it passed by a voice vote. I don't have a link, but I'm sure the info could be verified somehow.

No what Ron Paul does is insert earmarks into bills he knows are going to pass then votes against it. He gets to maintain his image as a libertarian while funneling pork to his constituents.
