Biden mentioned the driver of the vehicle that hit Mrs. Biden being "drunk" twice (2001, 2007), not "on numerous public occasions" as you claim:
It is true the man was likely not drunk,
but that does not mean Biden lied. Why? Because that was what Biden heard.

Biden did not make up the rumors of Dunn being drunk "out of whole cloth". That is what he had heard from those who were there and/or whom he believed had knowledge of it. Were they incorrect? Most likely (no toxicology test was ever performed) but Biden did not know that.
As for you claim that Biden later apologized for "slandering her father", that is also not exactly true.
After Pamela Hamill, Dunn's daughter, saw a clip of Biden mentioning her father allegedly being drunk, on a 2008 episode of
Inside Edition she sent a letter demanding an apology.
Biden did apologize to her in a letter, but not for "slandering her father":
