My theory. The U.S. costume industry had a bunch of Brüno wigs left over so they groomed Bieber to have the same haircut so they could sell the wigs at Halloween.

looks to me like the only law he broke is that by merely being, his movement is an incitement to riot.

I actualy don't find him annoying. Why? I have never heard his music and do not read or watch sources of teen interest. My only exposure to him is the jokes and hatred. So I think he is funny. It is like Twilight or other such pop teenage phenomena to me. The source material does not sound interesting to me so I just don't partake of it, however the hatred and jealousy is hilarious so I certainly laugh at the demotivationals and such.

Congratulations to the boy, I would have loved to have caused teen british girls to riot at that age (I'm assuming he is still a teen too).

That’s fine, except that his movement would not come close to the definitions of incitement to riot in English (and Welsh) law (s45, s46 & s47 of the Serious Crime act 2007, taken with s1 of the Public order act 1986). All you have is a quote from this kid's PR agency getting some free publicity, if you have a quote from eth director of Public Prosecutions, who must personally approve all prosecutions relating to riot, I would take this a little more seriously.
 
It would hilarious if he burst onto the balcony and actually tried to incite a riot, a political one. He could denounce the monarchy and call upon his followers to slay the royal family! Or he could give a pro-fascist speech, or appeal to the workers of the world to unite! Pretty much anything would be funny from that source and to that audience. He could read a pro-Qaddafi speech, or give an impromptu press conference about the need to find Anna Nicole's real killer, or denounce Scientology.

Or knowledge of the laws in question- just because it's in a celebrity gossip rag it doesn’t mean it’s true.
 
I really don't get the obsession with him. Have girls changed in the last 15 years? Because when I was his age a kid looking like him would have been dateless and constantly beaten up by the guys the girls were dating.

The New Kids on the Block should be grateful they had their careers back when they did instead of today. Back then, their most devoted fans wanted to sleep with them. In the Internet Era, their most devoted fans would want them to sleep with each other, and would write lots and lots of fanfiction about that happening. And do Photoshops of it.
