That is the video where you can hear Hess say the power went out in the building and then they decided to make their descent.

Here it is, Galileo, from the transcript, with Hess speaking:

"Yes, I was. I was up in the emergency management center on the twenty-third floor, and when all the power went out in the building, uh, another gentleman and I walked down to the eighth floor where there was an explosion and we were trapped on the eighth floor with smoke, thick smoke, all around us, for about an hour and a half. But the New York Fire Department, as terrific as they are, just came and got us out."

There is Michael Hess's testimony. I imagine if Jennings were asked, he would agree with Hess on this small point, that they decided to make their descent when all the power went out in the building.

Con Ed reported WTC7 lost power at 9:59 due to the collapse of WTC2:

This means they descended at 10 o'clock, and when reaching the eighth floor (both of them said this on video), the "explosion" they experienced was actually (right on cue in the time-line) WTC1 debris crashing into WTC7 causing tremendous damage.

Those are the facts, they are not confusing, and Jennings was, and still is, confused about this.

How would Hess know the entire building lost power? He only knew about the 23rd floor. Hess and Jennings witnessed power loss at around 9:03.

Jennings saw both towers out the window on the 8th floor, before even the South tower fell. Perhaps the FEMA report you rely upon is inaccurate.

Let's see how feasible that is. Where was Jennings BEFORE he came to the WTC? Also, how do we know Jennings was called at 8:46? He could have been called anytime AFTER 8:46. Do you think there was no problem with phone communications due to circuit overloads even after the first plane strike?

He told us where he was at 9:03. That's all we need to infer he was down to the 6th floor before 9:59.

As OEM staff began calling in from all over the city, the sound of the second plane striking Tower 2 was heard by dispatch center staff over their radio. This attack caused the internal alarms in Building 7 to activate, warning that there was no water pressure and that the emergency generator had been activated.

The emergency generators would have powered specific systems, mainly computer server systems, communications equipment, elevators, and usually emergency lights only.

Barry says that he "had to be" on the 23rd floor when the second plane hit. That means he's saying that he was in the deserted OEM around 9:00.

When it was actually around 10:00.

Every narrative I have read has Rudy quitting the OEM after the police helicopters noticed that the south tower had started to show signs of imminent collapse. Thus, that he found the OEM deserted puts Jennings on the building long after the second strike, thus the noise that he takes to have been the second strike would have to have been the collapse of the south tower. Or has someone a link to evidence that Jennings describes seeing the second strike?

Rudy never entered WTC7 or OEM.

1) Fighter jets in pursuit of Flight 11 dumb-fire a couple of missiles in an attempt to shoot down Flight 11 over a rubber-necking Manhattan population...

2) Flight 11 impacts at 8:46am...

3) The amazingly off-target missiles whiz past the towers unnoticed by all those below and one strikes WTC7 several floors above the heads of numerous first-responders. No one notices this, except...

4) Barry Jennings claiming to experience an explosion at about 9:03am.

Wait... that missile took 17 minutes to fly less than one-quarter of a mile? And still no one outside WTC7 noticed?

So now they've become more than just dumb-fired missiles; they're Super-Slo-Mo Invisi-Missiles.
