Aversion to the third covid vaccine

I didn't, no. I don't think the idea even occurred to me, it just seems like no one particularly cares any more.
Yep - everyone around me that either thinks they may have had covid (many see no reason to test any longer) or definitely did or members of their families had it and even though been very unwell no one seems to think of even calling the GP! (Mind you our local GP practice is so absolutely terrible that everyone avoids them if at all possible - but that's another issue entirely.)

Regarding local medical care. Dr. Simi started a program decades ago to help get a Dr into your neighborhood in Mexico by attaching a small clinic to a local pharmacy.

They don't care if you are a resident or illegal, they just take information and make a diagnosis to help you. For a minimal fee from 25 to 100 pesos. Not always experienced, sometimes retired from hospital practice, sometimes those who couldn't get a position in a private or government hospital. It's a tough gig to get rich here in every field.
But always a real doctor that actually tries to get it right. My experiences with them is good.

Yeah, wait in line, get a diagnosis and the meds next door. They will refer you to a list of specialists if it's that serious and a local clinic can't do it properly.
Government clinics only help citizens, or those on the government program for free care. But its horrible service. My wife does the government part to get coverage from work and a private clinic to get cured ignoring the lack of free meds the government never gives. Always out of stock.

A lot of the covid testing in this area was actually handled by these small neighborhood clinics and serious cases referred to hospitals.
Private for the better off or the government ones for the unlucky.
