I think there is a bigger game afoot here - Joe Arpaio is in a lot of hot water at the moment and under investigation for a whole raft of issues.

Bennet mentions he is conducting the investigation specifically because Arpaio's own investigation found the Hawaiian documents where a fraud. What better way to get Arpaio into deeper trouble about his policing abilities than to publicly show how inept he is

Didn't the department of health in Hawaii stop answering requests for the presidents birth certificate about 2 years ago because they were getting so many of them?

This may be another case of, "I want a birth certificate not a certificate of birth!"

According to wiki Obama lost Arizona in 2008 by just under 200,000 votes.
That was against Arizonas home town war hero. So not an insurmountable hump.
Although there are a lot of mormons here as well.
While I think it unlikely that Obama will actually win Arizona, it is possible.

More likely is that Birthers are a large enough political force in Arizona politics that he sees it as politically advantageous to pay a little lip service to their "concerns".
