If the capsizing is taken figuratively, and the statement was intended to say, in more colorful terms: "I'm afraid the population of Guam will increase to the point where it will be impossible to support with the resources available there", it's not even stupid.

Who, what, when, where, why and how are utterly irrelevant for this discussion. NONE of that matters when examining evidence of events. Motive has nothing to do with execution. Even execution isn't relevant. All that matters is whether or not it happened as we were told.

I looked at the video now... all I can say is ... oh ... damn.

It could still be a figure of speech, but in context it seems more likely he meant it literary.
