Hmm. I own a vbulletin and there is no way to delete any specific PMs once they are sent. An admin would have to go into every single person's account, one by one, and delete ALL of their PMs in order to remove the offensive one. Jeff could delete the specific PM he sent but that would only remove it from his "sent" folder. Everyone else would still receive it. Once sent it's gone.

I guess the Notice is actually the prank.

From what I can piece together, the PM did not go to everybody.
