I think a few people in this thread need to be a little more careful here. This resignation, even taken with the previous resignation, is not an indication that absolutely no peer review goes on at Bentham.
So does three out of three editors-in-chief being totally out of the loop.
This issue is settled, seriously. If there happens to be some other Bentham journal that does some kind of respectable peer review, it's an accident.
It will be interesting to see if this gets enough play to pressure Bentham (which is much larger then its open access line) into dumping the open access line of journals altogether.

EDIT: Ok, snarky pithy omments aside. I'm sure that Bentham papers occasionally do get reviewed. But their overall credibility has gotta be on life support if not destroyed completely by now.
If a law court judge takes 1000 bribes or only one, his credibility is ruined, right?
That doesn't mean every single person who has ever walked through his courtroom should immediately get a "Get out of jail free" card, or an "immediate second trial". The other cases just need to be extremely well scrutinized.
