Samson's hyperbole reminds me of the following anecdote.

Accepting the Democratic nomination for President, Jimmy Carter spoke of "the tragedy of Vietnam and Cambodia" before going on to say this:
It is time for a complete overhaul of our income tax system. I still tell you: It is a disgrace to the human race.​
Responding to that rhetoric, Senator Daniel Patrick Moynihan said something like
No. Cambodia is a disgrace to the human race. The IRS tax code is about average.​
