Sorry everyone, but this is so cliché it's funny ... OKay, in 2002 I did some work in RI, sent in my tax returns like a good little boy and I should have received a refund. RI didn't have enough money to pay everyone last year, so they decided to "delay" payments to people as much as possible...

The LibDems are proposing replacing council tax with a 3.75% local income tax (LIT). They claim (with some justification) that this is fairer as it better reflects a persons ability to pay. Yet, there are obvious flaws with this system. Thoughts?
