There is a correlation between criminal activity and educational attainment, but is it a causal relationship? Or are the people who turn to easy shortcuts and lack patience less likely to do their homework, study for tests and succeed in school and for the same reason also more likely to commit crimes? There's an assumption that if the student does not succeed, the teacher has failed, but maybe the problem is the student, not the teacher?
Good questions. Naturally, there will be extreme cases where you can directly conclude a single person themself (teacher or student) was the overwhelmingly responsible party for the student's criminal bent. But in my opinion, save mental impairment, I believe the student and their homelife (parental involvement, gang affiliations, etc.) to be the critical factors in most cases. The bad teachers are usually exposed these days, and a good student can always rise above them.
And just as a general note, I enjoyed Vonnegut's "Harrison Bergeron", as well as the song "The Trees", by Rush. I saw them both as a bit tongue-in-cheek, with a little bit of cautionary tale flavor.
