Here's 12 seconds of absolute silence, two-channel stereo.

There's nothing even remotely resembling a human voice in that.
There are a few thumps that are probably some kind of mic noise, and then the watery sound.
It doesn't have any ambient background noise, just hiss, and the thumps.
I played around with the sound for a while, tried cleaning it up. But there's just nothing interesting about it.
Whatever that sound was, it may have begun life as noise that got put through some kind of resonant filtering, but there's nothing left of it.
I could analyze the frequencies, but that would be a waste of time, and there's just nothing there, really.

What it isn't: anyone talking, any sound from the real world, etc. It's just some kind of artifact. Could be anything.
